From 13 to 18 September 2026, a delegation from Uzbekistan — comprising representatives from the UNESCO Global Network of Learning Cities members Tashkent, Samarkand, Nukus and Fergana — took part in a study visit to Hamburg. Among the delegation was Shirinova Mavlyudakhon, director of the ‘SABR’ National Centre for Socio-Economic Development.
The aim of the trip was to study Germany’s experience in developing the ‘Learning City’ concept and lifelong learning.
During the visit, the delegation familiarised itself with the work of the University of Hamburg, the UNESCO Institute for Lifelong Learning (UIL), adult education centres, vocational training organisations and social support organisations, as well as the city’s municipal bodies.
Particular attention was paid to:
- the development of lifelong learning;
- adult training and retraining;
- support for vulnerable groups and their integration into the labour market;
- the development of digital skills among civil servants;
- cooperation between educational institutions and local authorities;
Engaging citizens in sustainable development initiatives.
During the meetings, representatives from Tashkent, Samarkand, Nukus and Fergana shared their experiences of developing the educational environment and discussed opportunities for further cooperation.
The main conclusion was that a learning city is not just about educational institutions, but an integrated urban environment that creates opportunities for learning, professional development, and active participation for every individual throughout their life.
